Septimius Pârvu is the coordinator of the electoral program at the Romanian think tank Expert Forum and an election monitoring expert with extensive national and international experience since 2009, having coordinated 16 election observation campaigns in Romania between 2012 and 2025 involving over 9,000 observers. He has collaborated closely with organizations such as the Council of Europe, International IDEA, OSCE/ODIHR, IFES, NDI, and IRI, and since 2021 has served on Romania’s National Coordination Committee of the Open Government Partnership; Expert Forum is also a member of the European Platform for Democratic Elections. His research focuses on political clientelism and the financing of political parties and campaigns, including advocacy for political transparency and integrity under the Digital Services Act and TTPA. Septimius frequently uses data to advocate for transparency and developed an extensive interactive platform, www.banipartide.ro, which tracks 15 years of Romanian political finance.
